add $(Beremiz installation)/mingw/bin in PATH on Windows platform

add $(Beremiz installation)/mingw/bin in PATH on Windows platform

This fixes issue if multiple gcc installation are found in user's
PATH. Now gcc from Beremiz is used by default.
